Hi,
Does the issue occur only in the special keyboard shortcut key(CTRL + ;) or the other shortcut keys? When does this issue occur? Just installed Excel 2013 or after using a period of time? Do you install some programs recently?
I recommend you may try the following methods to check if they are helpful:
a) Start Excel in safe mode (Press Win+R>Type Excel.exe /Safe), if it works well, please disable and check the add-ins one by one.
b) Repair Office in Control Panel > Programs > Programs and Features
c) Use Application.OnKey Method
http://msdn.microsoft.com/en-us/library/office/ff197461(v=office.15).aspx
d) Check if the keyboard shortcut key is disabled via Group Policy
http://technet.microsoft.com/en-us/library/cc179143(v=office.15).aspx
If the issue still exists, we'd better use Process monitor to detect which process/thread block the keyboard shortcut key(CTRL + ;).

Others shortcuts works fine.

Had it on 365
Found out that it is the semicolon if you use English as language and it is the dot when you use German as the language.
