    Is it possible to restore a deleted root Site Collection in SharePoint Online (if I do not see it in Recycle Bin)? How?

    Deleted sites are retained for 93 days. After 93 days, sites and all their content and settings are permanently deleted, including lists, libraries, pages, and any subsites.  

    If it has not been that long, go the New SharePoint Admin Center, In the left pane of the new SharePoint admin center, under Sites, select Deleted sites. Select the site you want to restore and restore it. You can check the step-by-step instructions here: https://docs.microsoft.com/en-us/sharepoint/restore-deleted-site-collection

    If that does not help you, it will be needed to open a service request to MS and ask for possible approaches.
