Extremely high RAM usage on deleting video files (.ts)

This doesn't happen always, but it does happen often enough to become annoying.
What happens is, I select one or more video files (.ts) they can range in size from 5GB to 15GB, and I select the files in explorer, and hit delete, the next thing I know, RAM usage ramps up, CPU usage stays minimal.
By ramps up, I mean it goes from using say 20% to 99.9% but it doesn't do that immediately. It consumes around 500MB/sec or so, eventually hitting 7.99GB out of 8GB total. It does NOT use any extra VM once that limit is hit.
Looking at resource monitor, it shows explorer in disk activity, and with the file in question.
So, there seems to be some kind of explorer bug that tries to read all the file into system RAM, and then that file is in the recycle bin, and finally, when I actually empty it, the whole thing can happen again, and, it only happens on video files (.ts).
If I delete the file via shift-delete, then, it still is possible for it to use up all system RAM again as described above.
Looking at process explorer (from Sysinternals) didn't shed any extra info that I could find.
This is on a fully patched Win 8.1 pro release.
Ideas on how I can narrow down the root cause of the problem ?

Just to confirm, what is the result if we delete a video file in a a small size? What is the result if we perform other operations like copy\move? Are these files stored locally or on a network place?
When this issue happened again, I suggest you use the tool RAMMap to monitor the process, It's a free tool that allows us to examine detailed memory usage information.

This was all on local drives, not networking drives.
I haven't been able to replicate this with smaller files, it is always at least 4+GB files that this happens on, and ONLY video (.ts) files. Not anything else, like backup files which are often >20GB each.
Since it does this randomly, it is difficult to always replicate. For example, just now, I tried to delete 3 .ts files I had, and that went on without a hitch.
The next time this happens, I will be sure to run that program and see what it spits out.
