  • I would start with looking at the ULS logs first, then the event viewer as well.

    If you are creating webs from a custom site definition then try to provision one with an OOTB template to see if the error continues to occur.

    Your description overall is too short, a little more background is required, like what kind of template you are using, is this all OOTB, was this a migrated site anything additional that can help the community troubleshoot the issue.

  • Hi,

    Are you using administrator to create site?  When you try to edit the site group on the Manage Site Groups page with a reader accounte error message.
