Outbound Calling Issue Skype for Business 2019

Hi All,
I setup a lab environment to evaluate Skype for Business Server 2019 enterprise voice feature.
I have configured a Cisco Router (CUBE) as a voice gateway for it.
All internal call are working fine. But Outbound call doesn't work. I am really new in Skype for Business.
Kindly find the below test result and screenshots

Does anyone else have the same issue?
Please make sure that you have supporting voice policies in the Voice Routing plan inside the Lync control panel and ensure the route with a usage that matches the dialed number.
Also you should notice the CalledParty property of the outboundcall activity is in a correct format.
For Lync calls: tel: +XXXXX
For making PSTN Calls: tel:XXXX
