  • You can download Microsoft Sharepoint desinger 2007 is free

    With this tool you can customize your pages, and make some administration on your sharepoint site.
    There you can open your Sharepoint site "File>Open site>Sharepoint url", on left will show Structure, There "File>New>Page" and select .aspx page, will be the page where your webpart zone will be.
    "Insert>Sharepoint Controls>Web Part Zone" Will be the zones you can add your webparts, there on aspx page you can add the tag  LayoutOrientation="Horizontal" on web part zone.

    To save the page, if you use "MOSS2007" exist a folder call "Pages" and you can save there.

  • If i understand you can define on webpartzone the properties LayoutOrientation="Horizontal" on aspx tag to add your webparts on horizontal.
    example:
    <WebPartPages:WebPartZone runat="server" ID="topZone" HeaderText="Top Zone" LayoutOrientation="Horizontal"><ZoneTemplate></ZoneTemplate></WebPartPages:WebPartZone>
