First upgrade to Exchange 2016 following

    https://assistants.microsoft.com/

    then migrate 2016 to 2019:

  • Hi Satish Chaturvedi,
The supported coexistence scenarios for Exchange 2019 don’t include Exchange2010, so it’s recommended to update your environment to Exchange2013(CU21 or later ) or Exchange2016(CU11 or later) first. This thread guide you with specific ways about updating: https://assistants.microsoft.com/

Then you can deploy the installations of Exchange2019:
1.Check if your computer has  installed .NET Framework 4.7.2 or later and Visual C++ Redistributable Package for Visual Studio 2013. Install Windows features by running commands if you hadn’t. For more details, refer to this topic:https://docs.microsoft.com/en-us/Exchange/plan-and-deploy/prerequisites?view=exchserver-2019
    2.Prepare Schema/AD/Domains by running :

    <Virtual DVD drive letter>:\Setup.exe /IAcceptExchangeServerLicenseTerms /PrepareSchema
    <Virtual DVD drive letter>:\Setup.exe /IAcceptExchangeServerLicenseTerms /PrepareAD /OrganizationName:"<Organization name>"
    <Virtual DVD drive letter>:\Setup.exe /IAcceptExchangeServerLicenseTerms /PrepareAllDomains

3.Mount the Exchange CU ISO image file and double-click Setup.exe to start the installation. This topic shows specific steps about updating: https://docs.microsoft.com/en-us/Exchange/plan-and-deploy/deploy-new-installations/install-mailbox-role?view=exchserver-2019
    4.Restart the computer
