ı wanted to delete one f my apps but ı can't becouse it says that this folder is still open at another program.

but it's not open anywere in my computer how can ı delete this app.

Try to shut down your computer and to turn it on, and to delete/uninstall your app.
If it won't work, check if the app is running with using TaskManager: [Ctrl]+[Shift]+[Esc].
If the app (process) is running, terminate it and try to delete/uninstall the app.
