The webcam is controlled by a driver and a utility supplied by Toshiba. It is not a Windows 7 feature.
Have you read your user manual? Using the webcam is usually described in the system user manual. If you don't have your user manual go to the Toshiba support website and download the user manual for you specific system.

Hello,
Unfortunately, there is not default app in windows 7 to start webcam. If you are not using any softwares then you may follow the given link to download some applications to use webcam.
