Go straight to CU22
Ensure your .net version is updated as well
https://docs.microsoft.com/en-us/exchange/plan-and-deploy/supportability-matrix?view=exchserver-2019
Also, you do not have to install any previously released Exchange Server 2013 cumulative updates or service packs that were released before Cumulative Update 22 before you install Cumulative Update 22.
https://support.microsoft.com/en-us/help/4345836/cumulative-update-22-for-exchange-server-2013
However, here is a quick migration guide for Exchange 2013 to Exchange 2016:

Hope you find this useful!

Hi Raygunz,
Exchange 2013 CU 10 or later could coexist with Exchange 2016, so you can update it to any version of Exchange 2013 which higher than CU 10:
About update of Exchange 2013, you should update the change of .net:
So, you can take steps below to update it:
1. Install .net 4.7.2/4.8
2. Install VC++ 2013 runtime which needed from Exchange 2013 CU 21.
3. Update Exchange from CU 2 to CU 23
4. Install Exchange 2016 coexist with Exchange 2013 and migrate mailbox from Exchange 2013 to Exchange 2016.

Go straight to CU23. you will also need to upgrade the schema
https://docs.microsoft.com/en-us/exchange/prepare-active-directory-and-domains-exchange-2013-help
See:
https://docs.microsoft.com/en-us/exchange/plan-and-deploy/supportability-matrix?view=exchserver-2019
When upgrading Exchange from an unsupported CU to the current CU and no intermediate CUs are available, you should first upgrade to the latest version of .NET that's supported by Exchange and then immediately upgrade to the current CU. This method doesn't replace the need to keep your Exchange servers up to date and on the latest supported CU. Microsoft makes no claim that an upgrade failure will not occur using this method, which may result in the need to contact Microsoft Support Services.
