Best bet would be to create a transport rule to perform this for all email messages so they become restricted.
This link should provide some insight: http://technet.microsoft.com/en-us/library/aa998819.aspx and http://www.simple-talk.com/exchange/exchange-articles/message-classifications-in-exchange-2007/

Hi All,
I had use the transport rule and had set all email messages going out show restricted but I had other message classification like unclassified, secret and confidential.
For example :
I create a transport rule for e-mail mark as unclassified will show unclassification message and exception for restricted - is working. when i select unclassification, e-mail will show unclassification message only.
I had create another transport rule for e-mail mark as secret and exception for restricted - this time doesn't work and e-mail will show secrect message and restricted message as well.
Anyone know how to solve it?
Thnak you very much.
