For example : Top management should not be appeared to normal users for direct contact, So normal users should be unable to add, chat or call them.

It is possible to hide some users from address book as the following article says.
And I recommend you enable Privacy Mode for top managements to select who can see their presence.
So, in this case the normal users will not be able to call the top managemnet from lync even they know the full pstn number and dialled it from lync client?
can i block specific numbers to be dialled from lync client from specific users and allow these numbers to other users?
that is because i want to prevent the lync client to call the lync pstn number that configured for the top managemnet .
Normal users cannot search hidden users from address book but can call them.
I cannot tell you how to block specific numbers to be dialed from specific users but some ideas.
(1)Configure "Private Telephone Lines" for top managements. Those numbers do not appear as caller ID as the following article says, so that normal users are prevented to know them.

(2)Use Phone Option in Lync instead of Address book to publish private numbers. The numbers set in Phone Option can be published only to limited users like other managements followed by privacy relationships. Refer the following article for privacy relationship details.
