Try the following
1) Try using a different browser to save (CHrome, IE, Edge)
2) Open browser with "Run As Administrator" and using different browser
3) Open browser with "Run As Administrator" and using different browser while logged in as FarmAdmin
PS.
What browser are you using?
Where? Local desktop or server
PS. It should work without all of these different browser, but I have run into this before and resolved by using a different browser.

"PSError: Success (0)
A general exception occurred during communication with Active Directory. Context: SyncGroup. Additional Information: An exception occurred while syncing a project server group with the Active Directory. Project group ID is 'c18b1372-24a4-4c4e-b8ac-c9ac7ad5037a'. Exception Info: Access is denied. (Exception from HRESULT: 0x80070005 (E_ACCESSDENIED))"Kind regards,

Look in log files for project server service. If there is a resused account over 3 times, the sync will fail. This occurs when AD accounts are reused by deleting them. For example, John Smith leaves the company and user name is Jsmith. AD account is deleted. Joan Smith is hired and AD account is created as jsmith. AD sync doesn't like ths.
