I am trying to build a resource report, which displays resource usage by month. So the report needs to show rows with the resource names, the columns which are the months (e.g Jan 12, Feb 12, Mar 12 etc etc)
As well as this we want to format the cells to say if its 100% its red, or 80% amber etc.
But first things first I guess, I was going to go to the reporting db and write a query. But I cannot figure out what to put together. Can anyone help with a query, to get me started?

There are several options you have. if you wish to report against work and cost you can utilise the olap cubes. As part of your "Pivot table" report utilsing the OLAP cubes you can also apply conditional formating simply using Excel. I can imagine that this will do the trick for you.

Another alternate, I would suggest to use the Resource Allocation SSRS report from project server 2007 report pack 2 which works with Project Server 2010 with minor changes. (see the screenshot)

It sounds like a better fit for the AssignmentTimePhased cube in OLAP. Have you attempted to write this report using the default Excel Template for that cube? Based on the brief description, this could be a less than 5 minute effort using OLAP.
I've written queries like this before, but it's not for the faint of heart and it requires custom indices. Primarily, because it has to go against the ByDay tables.
For rollup reporting, OLAP is usually a better answer.

I am using MS Project 2007 standard and have the same request of generating a graphical report based on the timescale table in the Resource Usage View. In this case i am using the Master project Plan (i have 5 projects embedded) and the intention is to present a report to the top management as to when the resources would be free.
Try this workaround:
1. Goto Report menu. Click on Visual reports.
2. Select Resource Usage tab. Select Resource Work Availability Report. From Select level of usage data to include in the report, select weeks. Click View.
3. In Excel, goto Resource usage sheet, click inside any cell of the pivot table. In Pivot table field list displayed in the right side, select Resources field checkbox.
