im trying to install microsoft sql server express 2017, but the install stop at oops, unable to install sql server(setup.exe)

It seems you already have an Express edition installed and you are attempting to install a new developer edition.
Do you have anything important on your express edition that you can't afford to lose? If no, then try uninstalling the express-->reboot your machine and --> try the developer edition install all over again.Monday, June 8, 2020 3:39 PM -

The problem here is it cannot find the C drive somehow, may be confused or some other issue. Below is the error

Charles for all the installation parameters you need to select only D drive. If I see the options you have given
INSTALLSHAREDDIR: D:\Program Files\Microsoft SQL Server\ INSTALLSHAREDWOWDIR: C:\Program Files (x86)\Microsoft SQL Server\
The INSTALLSHAREDWOWDIR should also point to D drive. This is my assumption

Agreed with Shanky, please try to move Microsoft SQL Server folder from your D drive to my C drive and the installation could be completed.
Please find more details from below which had the same issue with you:

In addition, disagreed with Charles, according to your summary detail, you have no edition installed and would like to install express edition.
