    Thanks for posting in Technet.

    Do you means update.exe use 100% CPU?

    Update.exe  is may be a component of Windows Update or any other parties.  At the same time, a lot of malware pretends to be update.exe.
    I would recommend you turn off Automatic Windows Update and check if the issue persist or not.

    To turn on/off Automatic Updates , follow these steps:

    1. Click Start, type Windows update in the search box, and then click Windows Update in the Programs list.
    2. In the left pane, click Change settings.
    3. Select the option that you want.
    4. Under Recommended updates, select the Give me recommended updates the same way I receive important updates or Include recommended updates and Never Check Updates.
    5. Select Never check updates and Restart the computer
    If the issue persist then it is not component of Windows Update.
    It is recommended that you run the Anti-Virus Scan for the entire.
