"A Call to an OS Function failed"

Question
-
I am running 8.1 PRO on TOSHIBA SATELLITE C-55 and when I occasionally open Windows Explorer I encounter the following dialog box:
1.0.7.16.2015/06/01 18:41:51 (possible date/time stamp?)
CreateExpBtn, err:A call to an OS function failed.
DISCLAIMER:
This is a test platform which I evaluated WIN 10 as a TECH INSIDER on, reinstalled WIN 8.1 PRO and this is the error which is generated; attempted to look up code with no success.
