I followed all the KB articles on SP3, started BITS in automode, cleaned out the SoftwareUpdates Directory, ran the batch to update permissions on registry keys and all windows components, and still the same results

Could you say what you mean by this, please, in more detail?
In particular, what is meant by "each of the SP3 components"? There is only one SP3. It does not have any "components".
Now, next go to the Windows Update web site. Click "Review your update history". Locate the line corresponding to the failed update(s), and click on the red cross for the failure details. (You might need to disable any popup blocker for this to work). Copy the details of the failure codes into another post on this thread.
Since you do not yet have SP3 installed, your enquiry is not really an SP3 issue, more a Windows Update problem. If we cannot suggest a fix for you here, you could try on the Windows Update forum, at
