  • You can download the Windows 10 ISO file from Microsoft's site.

To run DISM specifying a source (install.wim) image, use these steps:

    Open Start.
Search for Command Prompt, right-click the top result, and select the Run as administrator option.
Type the following command and press Enter:

    DISM /Online /Cleanup-Image /RestoreHealth /Source:F:\sources\install.wim

Or type the following command to limit the use of Windows Update and press Enter:

    DISM /Online /Cleanup-Image /RestoreHealth /Source:E\sources\install.wim /LimitAccess

Or type the following variant of the previous command to accomplish the same task and press Enter:

    DISM /Online /Cleanup-Image /RestoreHealth /Source:wim:F:\sources\install.wim:1 /LimitAccess

Once you complete the steps, the command will scan and repair any issues using the install.wim image that you specified.

I shall suggest you to kindly go through the following Microsoft article:

Fix Windows Update errors by using the DISM or System Update Readiness tool

  • Run Windows update troubleshooter at firstly, it will diagnose and try to repair automatically, note disable antivirus and close other programs.

Reset Windows update components and update again.

    https://docs.microsoft.com/en-us/windows/deployment/update/windows-update-resources

If still no help, for feature update issue, the simplest method is using 1903 iso to in-place upgrade.

If your system is Pro or Home edition, go to Microsoft website below and click update now button, or download iso from media creation tool.

  • Hello,

You can directly upgrade to V1903 via ISO file and skip V1809.

    Refer this step-by-step guide:
