According to Inland's website, it seems the sound card is not compatible with Windows 7.

Please understand that all the drivers provided by Windows Update are offered by the hardware manufacturer. Therefore, please contact the manufacturer directly and confirm whether they have any updates for their product.
Also, you can try installing the driver for Windows XP in the Compatibility Mode and see if it works. However, I am afraid you may have to replace the sound card to resolve this issue.
