  • It's telling you that, because you are infected already - by Power Antivirus 2009 (an updated version of Antivirus 2008.)

  • it opened itself in a web browser that link and it told me that and then tried to run it but i cancelled it, i didnt install it or nothin
    so its a fony?
    wait...do i ignore it or am i infected, my actual computer scanner picked up nothing

    You may need to view (and print out for later reference, as well as download the needed tools) that article I linked to from another computer.
    But, it will (once you get to that site) walk you thru how to remove the naughty app.
