I'm seeing an issue with Windows 10 1709 systems getting stuck on 16299.15 and not updating to 16299.19 (KB4043961). They are not even detecting that they need to install an update. I have to stop the Windows Update service and then delete all files and
folders in c:\windows\softwaredistribution and then restart Windows Update service to get the update to detect, download, and install. This happens with systems clean installed with the Media Creation Tool and systems updated using WSUS. This happens to systems
regardless of whether they use Windows Update or WSUS for their update source. Has anyone else seen this issue?

Yes, I am having this problem with various older builds of windows 10 enterprise 64bit. WSUS does not detect updates past the current version. DisableOSUpgrade GPO is also off.
