The MSDN forums are for developers to discuss writing their own apps.
For questions about using Windows you'll be better off posting in the appropriate OS forum on http://answers.microsoft.com .
That said, registry cleaners shouldn't be necessary and can cause serious problems. As your scenario suggests, the registry cleaner did not help with the initial problem you ran into.
A quick search on registry cleaners found the following article you may find useful, as well as many previous discussions on this topic: Are registry cleaners necessary?

I purchased a registry cleaner due to the fact of receiving Java error messages while using certain functions in my office programs. I uninstalled Java, then reinstalled successfully, but was still getting the same Java errors. When I searched further, I received the answer as to Java was not working correctly due to registry errors in my computer. If this is making any sense, I am not computer savvy - please let me know! So I purchased a registry cleaner which worked well, it cleaned my registry and my computer seemed to function better, faster, but the Java error problem I am having in my office program still exists and I am now finding out that if I don't use the registry cleaner on a daily basis, my computer works very slow especially in my start up. I read somewhere (unfortunately I do not remember where I read it) that registry cleaners can do more harm than good and to be careful when using such cleaners. This is why I am asking about registry cleaners, are they safe.Monday, July 29, 2013 2:16 PM
