Exchange 2013 CAS load balancing and AWS ELB

Dear all,
Looking to deploy the following Exchange 2013 environment within the AWS platform. The solution will be deployed within a VPC.
2 x Exchange 2013 Mailbox Servers
2 x Exchange CAS servers
Within AWS will the standard AWS ELB provide the necessary load balancing requirements ?
If not then which virtual load balancing solution would you recommend ?
If I decide to go with one CAS Server -- Do I need an ELB or can I just assign the CAS Server a public IP address for external traffic and a private IP address for internal traffic ?
If the above solution works , then could I do this
Create 2 X CAS servers ,power off the second CAS server and in the event of a failure of an AZ, restart the second CAS Server and attach the EIP to this server?

Would you recommend putting a load balancer in front of the CAS Servers
If yes
What ports does the load balancer need to load balance traffic across
