  • Not sure what the question is, PowerShell uses the internet connection of the device if that is connected then Powershell could connect.

    Test-Connection and Test-NetConnection can used to test conectivity with PowerShel.

    To configure a the network adapter via PowerShell Set-NetAdapter can be used to that. Use

    Get-Command -Module NetAdapter

    To show all the NetAdapter commands available.

    I meant being able to log-on to the PS Console remotely using a laptop, mobile phone, &c, via a Web page - so you would not need PS installed on your own computer device.

  • You're probably on the wrong forum for this question because you need a least a  Windows server 2012 for that.
