It is most likely a hardware issue of the DVI to D-SUB switch. The signal that is received from the switch is not strong enough. How does it work if you set the second to be the First monitor and turn off the other monitor? If it does not work either, we may consider to change the switch.
However, if it works when you only use the DVI to D-SUB monitor, I suspect that the driver that only partly supports Windows 7. Because it is not WDDM 1.1 driver. We may need to wait NVIDIA to release new drivers for Windows 7.
