I've read a lot but cannot find a definitive answer on if there is a simple way to turn off the Speech, Inking & Typing setting using either a GPO setting or the registry.
Is this possible or does this have to be done via the build process?
In the Inking & Typing area you can configure the functionality as such:
To turn off Inking & Typing data collection (note: there is no Group Policy for this setting):
In the UI go to Settings -> Privacy -> Diagnostics & Feedback -> Inking and typing and turn Improve inking & typing to Off

Set RestrictImplicitTextCollection registry REG_DWORD setting in HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\InputPersonalization to
a value of 1 (one)
