Try opening the Registry Editor and find the MitigationOptions keys for the Office programs (there are many).
Such as:
HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Microsoft\Windows NT\CurrentVersion\Image File Execution Options\outlook.exe
Set the MitigationOptions to zero (was probably 256).
I have to do this regularly because EMET is misbehaving on my Win2007 with Office 2016.
