Windows 2016 RDS - Start Menu Not Working - get-appxpackage returns nothing RRS feed

  • I'm having an issue on a single RDS 2016 server at the moment where the start menu doesn't open.  

    I've gone though lots of steps including sfc /scannow  (No errors)   DISM with all the options (No Errors)

    I've cleared the Registry in firewall policy\restricted services\configurable\system.

    I believe the issue is that I don't have any applications registered in the get-appxpackage at all, it just comes back blanks where as on working machines I get a list of about 15.

    I've tried to install the packages by hand using variations of 

    Add-AppxPackage -DisableDevelopmentMode -Register C:\Windows\SystemApps\Microsoft.Windows.Cortana_cw5n1h2txyewy\AppxManifest.xml -Verbose 

    This returns the following;

    I can't seem to get the system to re-register those applications!

    Open to any suggestions?  (Please no, have you restarted the server!)

    This happens on all users including local admin and new accounts.  Happens in Safe and Clean Boot.

    Is this a new setup or was it working before ?

    What is windows version on the server? winver in run should tell you the version long side with the build.

  • Windows Server 2016 (Build 14393.2828)  Updated to be running latest updates.

    Yes, the server has been running fine for over a year now.  The server does still work fine apart from the start menu!    You can log in fine, run applications without any issues, print etc.  You just can't open the start menu, open action centre, run windows search etc..

    Pretty sure its because the Windows Store Apps are not registered but that's the bit I can't get to register!

    As far as I know, ShellExperienceHost.exe is responsible for Start Menu on Windows Server 2016. Please open Task Manager – Details, try to find ShellExperienceHost.exe. If this process existing, please try to manually end it and click Start icon to check the result. If this process does not existing, please try to re-start system in Clean Boot and check the result.

    No ShellExperienceHost.exe running on the server, same in clean and safe.

    As mentioned in the original issue.  The problem is that ShellExperienceHost.exe and Cortana are not running at all because the APPX packages look to be not registered.    Looking in %localappdata%\packages it only lists active directory and there should be a list of about 15 including shell experience host.

    Please reference below steps to narrow down the problem.

    Type below cmdlet to confirm that if Start installed:
    get-AppXPackage -Name Microsoft.Windows.ShellExperienceHost

    Open Event Viewer and try to find relate event:
    Microsoft-Windows-TWinUI/Operational for Microsoft.Windows.ShellExperienceHost  or Microsoft.Windows.Cortana

    Besides, I want to confirm with you:
    1. If there is any change before problem happens?
    2. Is there any 3rd party process, including anti-virus/protection software installed?

    Probably worth having a read through the original post.

    Get-AppxPackage returns no results at all, it doesn't see any appx packages installed.

    If I look in Event Viewer under Applications and Service Logs\Microsoft\Windows\Apps\Microsoft-Windows-TwinUI/Operational I see lots of the following.

    ActivateApplicationForContractByAppIdAsUserWithHost of the app Microsoft.Windows.Cortana_cw5n1h2txyewy!CortanaUI for the Windows.Launch contract failed with Package could not be registered..

    ActivateApplicationForContractByAppIdAsUserWithHost of the app Microsoft.Windows.ShellExperienceHost_cw5n1h2txyewy!App for the Windows.Launch contract failed with Package could not be registered..

    We are not aware of any changes on the server when this happened, no updates had installed etc..

    I've tried clean and safe boot to eliminate any third part apps.  Machine has MS Virus protection.

    If possible, please try to create a new user account, either admin or stand. Then, log on using the new user account and check the result.

    Besides, if possible, please back up registry entry first, then, try to delete below registry entry if it exists:
    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Appx\AppxAllUserStore\UpdatedApplications

    Then, re-start system and check the result.

  • Hi,

    I've rebuilt the server from scratch as the time taking to troubleshoot the issue was more than the time it took me to rebuild it.

    The registry from a new user wouldn't work as ALL users new and old were effected as explained in the very first part of this post.

    Al this point I will close this as resolved but not in a satisfactory way.

    Guess what, it fixed my Start Menu too after struggling with it for over a year!

    The firewall rules is somewhat a known issue, but in my case I only applied the last two lines. The registry editor was getting frozen when manually navigated to this location... same was happening with FirewalRules, but removing the Notifications key fixed it. At least for now!

    This also fixed Windows settings BTW as it wasn't working either...

    Removing the registry key and rebooting fixed the issue for me. After removing this I could also run 

    Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register “$($_.InstallLocation)\AppXManifest.xml”}

    without any errors.
