Yes. All you need to do is install one KMS key onto your host machine that supports both the Windows 7 OS and the Server 2008 OS. This would generally be a KMS Class B key.

This issue may occur if the MAK is blocked on the activation server.Workaround
To work around this issue, contact the PA Call Center to obtain a new MAK, and then install and activate the system.

No. Just install the one key for Server 2008 R2. Don't install anything else.
The Server 2008 R2 key will also activate Server 2008 and W7.

Open an elevated CMD prompt on the windows 7 machine.
Run slmgr /dlv
report back the output.
If you get a scripting dialog box, you can copy the output by using Ctrl+C to copy the text from the dialog box

ok I reinstalled using Windows 7 professional and now tried to reactivate with our kms server with a 2008 R2 key installed.

Hello JonDoe321,
You should not be getting the key is blocked with the KMS client key, it should be another error message, can you verify the error code.
The KMS client keys only contact that KMS host, so they should not report they are blocked, you would normally see that with Retail or channel keys that have been activated too many times, but in this case it should not happen.
Also check the event log for the software licensing event and report back the what is in the event

I am still getting an error when I try to activate windows 2008 virtual machines R2 and non R2. My kms server already has more than a count of 5 and should automatically activate as new hosts come online in AD. any idea why?

See where it calls out Retail, this should be kmsclient
Change the product key to the KMS setup key for that OS

hi
I basically installed from the media and made an image out of it. So the media I guess its a retail media?
I was able to activate to the kms server now but
I had to
slmgr -ipk kms_key
slmgr -skms my_kms_server:1688
slmgr -ato
Do I have to do this before I sysprep a machine or will syspreppring it reset these settings?

For Windows 7 the count needs to be 25 Windows KMS clients.
You may need to check if you have duplicated CMIDs on some of the machines.
