  • Design access is higher level then edit access but if you have customized the Permission levels for design then it can be less than Edit Access.

  • Hi sns,

By default, design access is greater than edit access.

For your issue, you can navigate to site settings->site permissions->permission levels->you can compare the permission selected for design permission level and edit permission level.

Try to grant the design permission user with edit permission, the create an item, compare the results.

Republish the workflow and compare the results.

Make sure the approve account has valid email address.

If the issue still exists, Please offer a screenshot about your workflow steps.

    Best Regards,

    Lisa Chen
