So, I've gone as far as to refresh my windows 8 installation, but this problem persists. This issue is happening on a clean install of windows 8, and it appears on windows 8.1.
I have set up a VPN through the network and sharing center. This VPN does not automatically start with the computer. I've traced it to this issue in the event viewer:

This error happens at each start up, although I can start the service manually without issue. Does anyone have any idea how to fix this? I would like to not have to manually start my VPN each time I turn on my computer.
I'm afraid Remote Access Connection Manager needs to wait until the Protocol engine initializes. There is no offical method to configure VPN connection with PC starting. You may need to connect it manually.
