  • Question

  • I am unable to download the subject update for November 2016. It begins to download this update and gets 11% downloaded and fails at this point each time.  The October update for this particular named update failed too.   Here is the error message I get in my attempt to download the November download for this important download:  November, 2016 Security Monthly Quality Rollup for Windows 7 for x64-based Systems ( (KB3197868), Installation date: ‎11/‎9/‎2016 3:10 PM, Installation status: Failed, Error details: Code 80073712, Update type: Important.

I was unable to download the October update for this file (it was a new download in October 2016).  It was entitled: "October, 2016 Security Monthly Quality Rollup for Windows 7 for x64-based Systems (KB3185330).  I attempted to download it 12 times in October at various dates and it failed each time after downloading 11%.   Here is the additional information I get with this download :  Installation status: Failed,   Error details: Code 80073712, Update type: Important.

I therefore, need assistance to download this update and have the following questions regarding this update:

         1.  Why does it fail each time for the October and November update to download?

          2.  What does this particular update do and how important is it for my Windows 7 operating system?

  • Look at your patching scheme, you may be missing a patch from earlier in the year that governs how updates are applied, Also do the following to see if it helps:

Use the System File Checker tool to repair damaged Windows files. To do this, follow these steps:
    1. Open an elevated command prompt.
    2. Run the "sfc /scannow" command.
    3. Try to install update again.

Or use the update readiness tool:

  • I have tried sfc /scannow and a large number of cleanup programs in order for the kb3197868 to install.  NO LUCK.  I did get kb3197867 Security update to load.  The CBS file for the attempted update had the following:

    TrustedInstaller service starts successfully.
2016-11-24 08:37:14, Info                  CBS    SQM: Initializing online with Windows opt-in: False
2016-11-24 08:37:14, Info                  CBS    SQM: Cleaning up report files older than 10 days.
2016-11-24 08:37:14, Info                  CBS    SQM: Requesting upload of all unsent reports.
2016-11-24 08:37:14, Info                  CBS    SQM: Failed to start upload with file pattern: C:\Windows\servicing\sqm\*_std.sqm, flags: 0x2 [HRESULT = 0x80004005 - E_FAIL]
2016-11-24 08:37:14, Info                  CBS    SQM: Failed to start standard sample upload. [HRESULT = 0x80004005 - E_FAIL]

2016-11-24 08:37:14, Info                  CBS    SQM: Queued 0 file(s) for upload with pattern: C:\Windows\servicing\sqm\*_all.sqm, flags: 0x6
2016-11-24 08:37:14, Info                  CBS    SQM: Warning: Failed to upload all unsent reports. [HRESULT = 0x80004005 - E_FAIL][/size]

That is the only Error Code referenced in the Failed Update.

I do NOT have Windows Live or Windows Essentials loaded. It is my understanding they place the sqm files there.

Why should they be necessary for the Oct and Nov rollups?
