Domain User Can not change the password in Windows 8

Hi
My DC is MS Windows Server 2008 R2 Enterprises and ADC is MS Windows server 2008 Standard. All my users having Windows XP Pro, Vista Business, 7 Pro, 8 Pro and 8.1 Pro. All users are able to change their Domain password except 8 Pro and 8.1 Pro users.
Please help me to overcome this problem.

Hi,
As far as I know that there is no policy for us to disable administrators to reset password.
Please try the follwing steps:
1. Open GPMC, create a GPO linked to OU where users reside in.
2. Edit the GPO. Expand User Configuration, Polices, Windows Settings, Security Settings, Software Restriction Policies
2. Click Security Levels.
3. Click Unrestricted, and click Set as Default.
Meanwhile, please apply this hotfix:
Domain users cannot change or reset their passwords using Windows 8.1 clients
