I have recently run into this issue,
RAM was reading 8gb installed(7.78gb available) yesterday,without making any changes (hardware or software)
today i opened after effects and noticed that my RAM preview was way shorter. checked my ram and there it was out of the blue.
I have tried :
unchecking max memory box in msconfig
booted with just 1 stick(twice) and checked ram and sockets both test good,,4gb installed with no "available" reading
reinstalled windows
reset virtual memory
regedit"trick"
updated BIOS
nothing has worked,just noticed my 8gb gpu is reading as 4gb in cpu z and
ram is reading as a single channel setup instead of dual (RAM is in correct sockets)
configured correctly)
system:
Win 8.1 enterprise x64
amd 9370 4.4gb cpu
Radeon R9 390 8gb
GB 990fxa-ud3 mother board
Any help would be appreciated

1) To evaluate the computer environment please post logs for troubleshooting.
2) Using administrative command prompt copy and paste this whole command.
3) Make sure the default language is English so that the logs can be scanned and read.

4) The command will automatically collect the computer files and place them on the desktop.

6) This command will automatically collect these files: msinfo32, mini dumps, drivers, hosts, install, uninstall, services, startup, event viewer files, etc.
7) Open administrative command prompt and copy and paste the whole command:

8) There is one file for you to find manually:
Dxdiag: In the left lower corner search type: dxdiag > When the DirectX Diagnostic Tool opens click on the next page button so that each tab is opened > click on save all information > save to desktop > post one drive or drop box share link into the thread
9) Open administrative command prompt and type or copy and paste:
10) sfc /scannow
11) dism /online /cleanup-image /restorehealth
12) chkdsk /scan
13) wmic computersystem get totalphysicalmemory
14) wmic memphysical get MaxCapacity, MemoryDevices
15) wmic MemoryChip get BankLabel, Capacity, datawidth, devicelocator, MemoryType, manufacturer, configuredclockspeed, configuredvoltage, partnumber, Speed, Tag, status
16) When these have completed > right click on the top bar or title bar of the administrative command prompt box > left click on edit then select all > right click on the top bar again > left click on edit then copy > paste into the thread
17) To ensure that there are no improper bios settings please reset the bios.
18) Sometimes there can be failure to boot after resetting the bios.
19) Backup the computer files to another drive or to the cloud.
20) Make a backup image using Macrium:

24) Click win + r keys simultaneously and type: msconfig > click the boot tab > click advanced options > post an image into the thread
25) Click control + alt + delete simultaneously > on task manager click the performance tab > click memory > post an image into the thread
