Hi Roger,
Based on my knowledge, the current built-in functions of Exchange cannot fulfill your requirements.
You could get notifications of users joining through another method. If you are the owner of this distribution group, you could set the distribution group to Owner Approval mode by running the following command. All requests will be approved or rejected by the group’s owner, so that when a user requests to be added to the distribution group, you will receive an Email to approve.
Set-DistributionGroup -Identity <> -MemberJoinRestriction 'ApprovalRequired'
For more information: Set-DistributionGroup.

Hi Roger,
I’m pleased to know that the information is helpful to you.
Here I will provide a brief summary of this post so that other forum members could easily find useful information here:
Expectation:
Get a notification when any users added to the distribution group.
Solution Summary:
The built-in function of Exchange cannot be realized after joining the distribution group to be notified.
But you could run the following command line to set the distribution group to Owner approval mode. When someone joins a distribution group, an application email will be sent to the owner of this group for approval.
Set-DistributionGroup -Identity <> -MemberJoinRestriction 'ApprovalRequired'
