    Thanks for your question.

    Could you please give more detailed information? What is your OS version? Have you do any changes before this issue? Can't all apps be opened? 

    Here are some common troubleshooting suggestion, please check whether it is helpful.

    About windows store can't open:

    You've posted to Windows 8.1 forums, so I assume you're on Windows 8.1. Feel free to correct me, if you're not on Windows 8.1.

    Try Modern UI App troubleshooter and see if it helps you:
