  • I'm trying to understand the correct way to configure two licensing servers for high availability, in per user mode.

    I have 100 users, and 100 Cal's in total. I have two licensing servers; lic1 and lic2, and my understanding is lic2 would only ever be used if lic1 was unavailable (eg: server was turned off)

    Which of the two options below is correct to use, and would not breach the Remote Desktop Services license terms?

    Option 1:

    Install 50 Cal's on lic1 and 50 on lic2.

    lic1 would over-issue licences because I'm using per user, and issue 100 licences even though only 50 Cal's are installed, but this would be ok because in total we own 100 cal licences

    Option 2:

    Install all 100 licences on lic1.

    If lic1 ever went offline, lic2 would over issue all 100 licences but this is ok because it is temporary while we fix lic1 or move the cal licences over to lic2

    Or is there an option that I have not thought of which should be used?

    Also, where can I actually find a copy of the Remote Desktop Services license terms online?

    The 'unofficial official' stance of the MSFT personnel is that, in fact, neither option would be correct but that rather in your case 200 CALs need to be purchased if you want to achieve both HA *and* compliance.

    In case of an audit, the whole 'would it be OK' question is largely up to the auditor. The licensing terms for Volume Licensing can be found here: https://www.microsoftvolumelicensing.com/Downloader.aspx?documenttype=PT&lang=English

  • So how are we actually meant to get an official answer on something like this from Microsoft?

  • Have your legal/licensing department talk to them. Or talk to a Large Account Reseller. Those guys have seen more audits than most, so their answer, albeit not official, is going to reflect reality better than anything else.

    Or buy an Enterprise Agreement. With this, you simply give them the actually used count every year and get billed accordingly.

  • Then, I suppose, you should wait till the real Licensing Server HA comes along. It was promised in Server 2019. Until then, try not to lose your LS ;-)

    There are some points need to be taken into consideration when coming to the HA of RDS license servers.

     

    But in general, when a client connects, the RDSH will check to see if the client/user has been issued a valid CAL, and will handle any necessary subsequent communication with the license server on behalf of the client. 

     

    Also, I found a very old article discussing the RDS license server HA and suggested the option 2 when you have per-user CAL. But if users already got issued CAL before and not expired, you don’t need to move over when the lic1 is temporarily shut down.

    Option 2:

     

    Install all 100 licences on lic1.
