Windows 8.1 restore point recovery

I recently by accident cleared all restore points to create a new time set, but in the process it took away a chance to recover partitions I accidentally took off the C: drive. Is there a way to recover past "hidden" restore points to re-use, with the Windows 8.1 operating system?
Can the command prompt help with past restore points deleted from the PC?

Hi,
I'm afraid that they cannot be recovered.
You could try to refresh your PC:
Refresh your PC to reinstall Windows and keep your personal files and settings. Refresh also keeps the apps that came with your PC and the apps you installed from the Microsoft Store.

Hello,
Unfortunately, AFAIK, deleted restore points can not be recovered using Command Prompt in Windows. You may need to refer another recovery option in this situation, such as System Image backup.
