I currently try to find the best solution to connect mobile user on our Citrix. Some of my mobile user have very poor connection with "micro cut" (Internet by cellular). Witch is the best for a secure VPN: IpSEC or VPN SSL ?
In terms of security there is not big difference. Both of them are quite secure and both of them can be hacked if you have enough resources and time, just like anything in the world.
The thing you have to think about is what this VPN is for. From your words I understood that you need it for mobile devices, so most probably for browser based applications. In this case SSL VPN is better as it aimed for such applications, whereas IPSec VPN is more aimed for site-to-site connection. But you have also consider that most of the hardware vendors will charge you for an additional SSL VPN licenses, but IPSec VPN is free and limited by the hardware specifications.
I would recommend you to read a little bit more about both protocols and decide for yourself which one meets your business requirements more.
