Verify that you have applied the policy to the OU containing your user and computer accounts. Also check security filtering to verify that it is set to Authenticated Users.

Hi,
Could you please share the result of gpresult /z .
You can upload it in https://skydrive.live.com/ and paste the link over here.
Btw How did you configured the policy?
Did you use Policy :Remove recycle bin icon from desktop in the Category Path:User Configuration\Administrative Templates\Desktop\
Note: This setting removes the recycle bin icon from the desktop, from Windows Explorer, from programs that use the Windows Explorer windows, and from the standard Open dialog box.
This setting does not prevent the user from using other methods to gain access to the contents of the recycle bin folder.

Hi,
Apart from suggestion of Tanmoy for removing the Recycle Bin icon from Desktop, if you dont want the deleted files to go to recycle bin then please follow the below steps
-
In Group Policy select User Configuration, Administrative Templates, Windows Components, Windows Explorer and find the "Do not move deleted files to the Recycle Bin" setting.
-
Set it to be enabled.

Hi Dinesh,
As you already configured the settings Remove Recycle Bin icon from desktop and Do not Move deleted filed to Recycle Bin this should work for your requirement.
Please make sure that the GPO is applied to the proper OU where the users reside and also check for security filtering settings. Make sure that the users have read and execute permissions on the GPO.
And also note that you cannot apply Group Policy settings to the default Users and Computers containers. To apply Group Policy to users and computers, create new OUs and move the user and computer objects into those OUs. Apply the Group Policy setting to the new OUs.
Post the gpresult /z output or RSOP to analyze.
