    Question2: Looking at the file versions / timestamps this looks really old and likely superseded. You can check the file versions on your system against what's listed in KB, if you have higher versions then it would no longer be applicable.

    There is not an official channel to get this KB, but I can a third-party link

    I reckoned it could apply to Windows 10 also, because you can add .NET 3.5 as a feature there.

    So, I decided to give it a go on our affected 2008R2 systems. These servers indeed have the mentioned file with the correct file size and version, although the dates did not match. Downloaded the patch from http://thehotfixshare.net/board/index.php?showtopic=15004 but it just said that it was not applicable.

    Case closed.
