Hi,
To make sure your Bluetooth device can be recognized by computer, firstly you need to make sure system is up to date, check for updates in update & security settings.
Then, go to Device Manager to see the Bluetooth adapter’s status, install driver from manufacturer website for it.
Finally, go to Settings->Devices->Bluetooth, turn on Bluetooth.

Run Windows Update and install all updates and restart your PC.
If you weren't able to get it, visit your PC manufacturer's website and install it.

Does your PC feature a Bluetooth adapter? If that's the case, you have to download the adapter's driver from the manufacturer's web site and install it to make your Bluetooth adapter ready and available for use.
