Is there any pattern or any particular app it does not consistently work?
I appreciate you say Paint is ok but do you have another mouse to try?
To check Windows in general see System file check (SFC) Scan and Repair System Files & DISM to fix things SFC cannot (guide by Team ZigZag) on checking and repairing any faults found.

Hi ,
I would like to suggest you uninstall current mouse driver from Device Manager, then restart the computer to reinstall it again to have a try. Also, please using another mouse to have a test if it is possible.
Best regards
