See the following article:
Configuring IPv6 with Windows Vista
As you can see, you can't use netsh to disable IPV6. You must use the registry directly. The same goes for disabling Netbios over TCP/IP.

From Microsoft:
We do not recommend disabling IPv6. For more information, see the "What are Microsoft's recommendations about disabling IPv6?" question in the following article:
IPv6 for Microsoft Windows: Frequently Asked Questions (http://technet.microsoft.com/en-us/network/cc987595.aspx)There is a very big misunderstanding giong around that IPV56 is somehow the cause of security issues. It is not. It coexisits with no problems on all networks. If you do not route it is, in effect, disabled. If not routed it is, in effect, not used. It takes no memory or resources for it to exist aside from a small memory footprint for the driver.I recommend leaving IPV6 alone.None of this is a scripting issue. It needs to be debated in the Windows Server forum and I recommend that the moderators should move this thread to that forum or the Windows Networking FOrum.IPV6 can be managed through Group Policy. PLEASE DO NOT PLAY WITH THE REGISTRY.

This is a scripting forum. You are asking a simnple user use question. I recommend contacting Microsoft support or asking your network admiistraor for help.netsh is an end user commandline tool.
