Windows server 2016 licenses for development

Question

I would like to, as a freelancer, develop a tool which can help WSUS administrators to manage WSUS services.
There is nice documentation of WSUS classes/interfaces/methods/properties/etc... available on Microsoft pages so I'm covered from that side.
But the problem is I don't have Windows Server at home and I cannot afford to buy a license.
So what are the options ?
Are there some free licenses for developers so they can test, etc... ?

In short, you have two options:
- use the eval version - https://www.microsoft.com/en-us/evalcenter/evaluate-windows-server-2019
- use free Azure offer - that's good for a year and allows you to run WS 2016 Azure VMs - https://azure.microsoft.com/en-us/free/

Hi,
Enable Hyper-V on your Windows 10 if it is supported. Then, installed Windows Server 2016 as guest OS of the Hyper-V.
To confirm that if your Windows 10 supports Hyper-V and the detail steps about enabling it, reference link below:
