Why doesn't Windows switch this functionality off when you statically configure an address in the TCP/IPv6 properties of the host? I found this to be quite annoying and going through the extra step to disable the router solicitation messages is quite annoying.
I am not a Windows expert, but I think that you can suppress this behaviour, by setting the autonomous address configuration flag off for your IPv6 prefix in your router advertisement deamon. This will enssure, that broadcasted prefix cannot be used
for stateless address generation (you do not need it, because you have statics ipv6 address) thus also disable privacy extensions. Router advertisement is than used just to broadcast information about default gw. However you have to configure statically all
