Cannot restore after copying backup files to a USB flash

Using Server 2016 wbadmin to backup I'm unable to restore the image after copying it to a USB flash drive. BUT, I'm able to restore if I backup directly to the USB Flash.
The USB flash drive is formatted NTFS and is bootable with the 2016 ISO on it (used to boot and start recovery process)
The following command is being used to backup;
wbadmin start backup -allcritical -backuptarget:DRIVELETTER -vssFull -systemstate -quiet
Here is what works;
- Backup C: to D: drive, boot from USB Flash, restore image from D:
- Backup C: to USB Flash, boot from USB Flash, restore image from USB Flash
- Backup C: to D: drive, copy backup to USB Hard disk, boot from USB Flash, restore image from USB Hard Disk
What is NOT working;
- Backup C: to D: drive, copy backup to USB Flash, boot from USB Flash, restore image from USB Flash
The image is found by the recovery tool but the following error shows; "One of the backup files is corrupted. 0x8078002c"
Just before the failure I noticed a message saying "Please insert the next disk in the backup...."
I believe the error is inaccurate since I'm able to restore If I re-copy the backup on the USB back to a different hard disk partition and restore from there.
I'm not certain what else to try at this point.

I can confirm it works when the backup is copied to a fixed usb flash drive, but not a removable usb flash drive.
I decided to backup to a WIM file using volume shadow copy instead of windows backup. This gives the flexibility of copying the backup without issues.

Hi,
Based on my knowledge, since backup versions are kept in the shadow copies on the backup target. they can not be copied using file copy. When you move the backup to another location, it may usually be problem. It is not recommended to copy the old backup to the new disk.

thanks for the reply, but it was not helpful and I believe incorrect. As I mentioned if I copy the backup file to a USB flash drive the restore fails, but if I copy it back from the USB flash drive to a different hard disk the recovery works fine.
So this is not a copy issue, it looks like it has something to do with the flash drive being removable and not fixed.

As I said before, since backup versions are kept in the shadow copies on the backup target. And this information may not be copied when you move another location. Or may be broken during the move. So it is not recommended to move backup to new location. For windows server backup and restore, it is more recommended keep it in its original location and then restore.
