Hi
Is it recommonded to edit Passfilt.dll on Winodws 2008 R2 dc? We have to include some words that should not be used with passwords other than teh default complexity configuration

You can edit it as long as you know what you are doing & you feel comfortable doing it. To avoid production becomes a lab env., test in a lab first.

if you have the need you can do it. BUT as Awinish said , please test this in a lab BEFORE using it on production.

Note that creating your own Password Filter is rather complex and hard to develop, test and troubleshoot. It should be created and maintained by the folks that really know how to code. Remember: it runs on ALL of your Domain Controllers in production in a very important area (Password checking/handling or a clear text password).
There are third Party Tools that can do what you wish for - look at them and evaluate whether it is worth building your own Software vs. buying it. If you're going to build it yourself, calculate for very skilled devs that are capable of looking at dump files/live tracing of LSASS... because that is what it takes to troubleshoot issues with Password Filters.
