  • Since the update was detected and scheduled for download, this tells us that the was, at some time in the past, successfully downloaded to the WSUS server. It's absence now is an indication that this file was likely deleted from the server, or that the DACLs for the filesystem are not correct.

If the wsusutil reset failed to repair the issue, perhaps the download is failing at the WSUS server?

Have you physically verified the presence or absence of the file in the \WSUS\WSUSContent\F4 folder on the WSUS server?
